The Philadelphia Housing Development Corporation (PHDC) is Philadelphia's full-service community development organization. PHDC is dedicated to the city’s neighborhoods and the people in them. PHDC engages in efforts to provide housing options, repurpose vacant land, and create community assets. Partners include public, private, and nonprofit organizations and the boards of the Philadelphia Redevelopment Authority and Philadelphia Land Bank.

The Atlanta Fed has partnered with PHDC to create the CLIFF Guaranteed Income Dashboard to educate potential program participants on how a guaranteed income could affect their eligibility for social safety net programs.
