Advance estimate data indicate total state and local government spending was up 0.31 percent on a year-over-year basis in the fourth quarter of 2013. Levels of components of state and local government spending, consumption expenditures, and gross investment had modest positive quarter-over-quarter gains in every quarter of 2013.
