Biography

Lali Shaffer is a director in the Research Division of the Federal Reserve Bank of Atlanta, where she leads a team of subject matter experts in the Payments Forum. The team provides analysis and outreach to the Federal Reserve System and financial services industry. Her expertise includes banking, financial technology, payments network and settlement systems, policy and regulation. Ms. Shaffer is an active speaker and author for the Fed. She is also co-chair of the Fed’s Innovation Roundtable network, which includes roundtables covering Payments, Quantum Computing, Generative AI, and Digital Identity. She also manages a cross-functional team focused on payments accessibility for the Atlanta Fed’s economic mobility strategic priority. The work includes collaborating with the payments industry, fintechs, financial institutions, and regulatory agencies. 

Prior to joining the Research Division, Ms. Shaffer was a lead financial specialist in the Supervision and Regulation Division. She was responsible for analyzing trends and emerging risks in the banking industry and the economy. She also held a key leadership role governing the Supervision and Regulation Division’s Risk Council, which is responsible for early identification and mitigation of risks to financial institutions. Prior to joining the Fed, Ms. Shaffer was an assistant vice president in the Treasury Group of the Federal Home Loan Bank. She actively managed the balance sheet and focused on risk management for capital market transactions.
