Timothy P. Cost, president of Jacksonville University; John Hirabayashi, president of chief executive officer of Community First Credit Union of Florida; and Dawn Lockhart, director of strategic partnerships of the City of Jacksonville, Office of the Mayor, have been reappointed to the board of directors of the Federal Reserve Bank of Atlanta's Jacksonville Branch. Their terms began January 1, 2019, and end December 31, 2021.
Cost has served as president of Jacksonville University since 2013. Before joining Jacksonville University, he served as executive vice president of global corporate affairs for PepsiCo Inc. from 2010 to 2013 and chairman of global health care and executive vice president at APCO Worldwide Inc. in 2010. From 2007 to 2009, Cost served as senior vice president of corporate affairs at Wyeth LLC. He also held senior-level positions at Aramark Corporation, Pharmacia, Bristol-Myers Squibb, and Centocor.
Cost serves as chairman of the board of the Jacksonville Civic Council and former chairman of the JAXUSA Partnership. He is currently the vice chair of the board of directors of the Jacksonville Symphony Orchestra. Cost is a member of the boards of directors of the ASUN Presidents Council, Brooks Rehabilitation Hospital, Guidewell Mutual Holding Corporation, the Jacksonville Chamber of Commerce, the Jacksonville University Board of Trustees, JAXSPORTS, the NCAA Presidential Forum (former), Stein Mart Inc., THE PLAYERS Council, WJCT, and Web.com.
Cost received his MBA from the University of Rochester in 1990 and his bachelor's degree from Jacksonville University in 1981. He was inducted into the Florida Council on Economic Education Business Hall of Fame in 2015 and received Jacksonville University's Distinguished Alumni Award in 2006.
Hirabayashi has served as president and chief executive officer of Community First Credit Union since 1996, when it was known as Educational Community Credit Union. He previously served as president and chief executive officer at Cal State 9 Credit Union from 1990 to 1996 and chief financial officer at Patelco Credit Union from 1989 to 1990. He also served in various positions at Pentagon Federal Credit Union from 1980 to 1989.
Hirabayashi is a member of the boards of directors of the Cummer Museum of Art & Gardens, the Nonprofit Center of Northeast Florida, and Members Development Company. His former directorships include the Alliance for World Class Education, the Florida State College at Jacksonville Foundation (formerly Florida Community College), and the JAX Chamber board of trustees. He is a member of the executive advisory board of Jacksonville University's Davis College of Business. He is the former chair of the Jacksonville Community Council Inc. and WJCT Public Broadcasting.
Hirabayashi received his MBA in finance from Virginia Polytechnic Institute and State University–Pamplin in 1986 and his bachelor's degree in finance from the Leeds School of Business at the University of Colorado at Boulder in 1980. He holds the Chartered Financial Analyst designation. He received the Jacksonville Business Journal's Ultimate CEO award in 2011.
Lockhart is the director of strategic partnerships for the City of Jacksonville, Office of the Mayor. She previously served as president and chief executive officer of Family Foundations of Northeast Florida Inc.
Lockhart is currently a member of the boards of directors of the JaxChamber Board of Governors and the Jacksonville Women's Network. She is an inaugural member of the Jacksonville University Public Policy Institute Fellowship Advisory Board. She is former chair of the National Foundation for Credit Counseling (NFCC)'s board of trustees and the United Way Agency Directors Association.
Lockhart received a bachelor's degree in social work from Florida State University and attended Georgetown University's Public Policy Institute, Center for the Study of Voluntary Organization and Service, Professional Continuing Education Studies. She is a community coach with the Nonprofit Center of Northeast Florida. She received the Alliance for Strong Families and Communities National Partnership Award in 2014, the U.S. Conference of Mayors' DollarWise Award in 2014, the NFCC Housing Client of the Year Award in 2013, the NFCC Making a Difference Member Award in 2009, and the Mayor's Commission of the Status of Women in 2009.
Federal Reserve Bank of Atlanta branch directors provide economic information about the branch territory to the district bank's president and head office directors, who use the information in discussing monetary policy options and making discount rate recommendations. Hirabayashi and Lockhart were reappointed by the Atlanta Fed's board of directors. Cost was reappointed by the Federal Reserve Board of Governors in Washington DC. The Board of Governors appoints three of the Jacksonville Branch directors, and the Atlanta head office directors appoint four.
